whonix-gw-14 template fails to boot on Qubes 3.2

Description

fails with cannot execute qrexec-daemon

Perhaps related to https://github.com/QubesOS/qubes-issues/issues/3187?

Not sure which commits fixed that issue, and whether or not they are compatible with 3.2.

That issue was Qubes R4 only as far as I know and was fixed in xen-hvm-stubdom-linux 1.0.5 according to @HW42.

Can you get a Debian stretch template please? Does that work reliably for you?

Oops, should have tested plain Debian first. Doesn't work either.
