install obfs4proxy in Whonix-Gateway 11 by default

Description

We should probably install [obfs4proxy](https://packages.debian.org/jessie/obfs4proxy) by default, no?

To be added as Depends: to [anon-gateway-packages-recommended](https://github.com/Whonix/anon-meta-packages/blob/f400f82ad493befede7a78356e026b297d2ec7ba/debian/control#L61).

Yes it should be installed especially if we want Whonix to be useful for people behind firewalls.

Long term we should have the pluggable transports chaining framework in Whonix so transports can be combined in interesting ways.

Probably unrealistic? Even T118 doesn't progress. Also I also don't know if chaining would make thing better (needs to be discussed on tor-talk). And if it were to make sense, that's something that would need to be implemented as an upstream, outside of Whonix, perhaps inside Tor. I don't think Whonix currently has the manpower to maintain such a project.

Tor upstream plans it, its not something I'm suggesting we should do. All I said was we should include bridge support in gw so we can take advantage of features like this when they become ready.
