Description

Most of this has already been implemented:
https://www.whonix.org/wiki/Language#Tor_Browser

What's missing is a GUI option in tb-updater to advertise this feature.

Lowering priority, because Tor Browser now has it's own internal updater and because tb-updater has been degraded to being a downloader only.

Also fixing torbrowser-launcher might be a better use of time:
